In late 2018, the Intergovernmental Panel on Climate Change (IPCC) published a Policy Makers Report that outlined the need to reduce CO2 emissions 45 percent from 2010 levels by 2030 and achieve net zero emissions by 2050. Reductions are necessary to limit global temperature increases to 1.5° Celsius (2.7° Fahrenheit).

In 2010, on road CO2 emissions for Texas were 128,727,273 metric tons (excludes airplanes, boats, trains). IPCC recommendations for on road CO2 emissions by 2030 were calculated at 70,800,000 metric tons.
